There are many places to learn German, but the best and most famous place would probably be the Goethe Institute in London: http://www.goethe.de/ins/gb/lon/lrn/enindex.htm .
Otherwise, once you have got the basics, if you cna afford the travel and time, there is no better way than just going to Germany itself, whether it is for a few weeks, months or anything. Many Germans are very good at English though, so you must insist on speaking German.

Wow...you are going to be busy, learning both German and Madarin Chinese! I know that conversational Chinese is a lot easier than written...
Perhaps you could find a German person in your area, who would be willing to swap English lessons for German lessons.
